): WriteStream
Opens a file in write mode and creates a Node.js-like WriteStream.
Parameters
- this: V_Context
- path: PathLike
  The path to the file to be opened.
- Optionaloptions: BufferEncoding | WriteStreamOptions
  Options for the WriteStream and file opening (e.g., encoding, highWaterMark, mode).
Returns WriteStream
A WriteStream object for writing to the file.
